open run box and type "gprdit.msc"

if come user account panel click yes

after click computer configuration> administrative template

step 3

click Network 

step 4

select Qos packet scheduler 

step 5

double click Limit resealable bandwidth

step 6

follow this photo and click APLLY & OK

(Limit resealable bandwidth => enable

bandwidth limit => 0)

that's all
